0.5px;">2021年7月，江苏省江阴市公安机关从境外“回流”人员诈骗案件入手，研判发现以陈某为首的一常年驻扎在缅北勐波等地实施电信网络诈骗的犯罪集团。该集团成立于2019年12月，内部责任分工明确，管理严格，实施多种类型诈骗犯罪。2020年7月，该集团由缅北勐波“洪门国际大厦”迁入由潘某某等6人出资建造的“五金建材城”。潘某某等6名幕后“金主”为诈骗集团提供办公场所和食宿，并进行封闭式管理，持械看守诈骗集团人员，先后招揽18个诈骗集团入驻，目前已关联全国范围内的诈骗、偷越国（边）境、非法拘禁等案件50余起。公安机关现已抓获8个诈骗集团成员共计560余人，其中已判决78人，移送审查起诉60人。</span></p><p
